Dr. ABDALLAH ALLY MRINDOKO

Body Chairperson

Dr.Abdallah is a member of ICT Security Research Group of the Open University of Tanzania and has therefore participated in various Conferences as participant and speaker. He has done research and presented papers on cybercrimes, computer forensic evidence and electronic commerce and currently his main focus is on Mobile banking critically assessing risk mitigation strategies and legal frame work

Mr. Wilfred J. Warioba

Secretary to the Board

Mr. Wilfred Jackson Warioba is currently the Chairperson of Haki Maendeleo a Non-Governmental organisation since July 2019 which promote and protect human rights and good governance principles.He worked as a head of ICT at the Commission for Human Rights and Good Governance. He joined the Commission April 2007, after working in the academic sector for over seven years. He received MSc In Computer Forensics Open University,2010 Tanzania, BSc (Hon) in Computing and Network System Management, University of Lincolnshire and Humberside 2000, UK, Higher National Diploma in Computing, 1999, Reading school of Art and Technology, he also has a Certificate in – “Business related IT-Consultancy” Germany, Diploma in German Language 2004

In year 2001 he joined University of Dar es Salaam Computing Centre as and served as Head of Training and Training Manager position (2001-2005). In year 2004-2006 he joined project Establishment of the Commission for Human Rights and Good Governance, under the Danish International Cooperation Agency(DANIDA) the position he held until he left to join Tumaini University Dar es Salaam College as a head of ICT.

He has served in human righrs organisations as a parttime and volunteer position, he worked as a vice chairman for KIASO (Kijana Amka Sasa Organisation) organization aims to empower youth to achieve their dreams – Iringa.

He started his IT carrier 1998-2000 at Specialist Computer Holdings Recruitment agency In United kingdom, where he worked as a System Engineer and Database Operator, he worked with ORACLE –EMEA, Thames Water and Health and Safety Executive (HSE) as system Engineer.

Dr. Halima Killungu PhD

Member of the Governing Board

Dr Halima works with the Open University of Tanzania     (OUT) as a Lecturer in the Department of Tourism and       Hospitality Services and is a PhD holder in Environmental change and tourism from the Wageningen University and Research (WUR) in the Netherlands. She has worked extensively on the effects of climate and land-cover change on nature-based tourism and tourist attractions. She also holds a master’s degree in Integrated Water Resources Management (IWRM) and specialized in environmental impact assessments and spatial planning in natural resource management (UDSM and Malawi- 2008) and a BSc. in Wildlife Management (SUA-2004). Among the recent short training she has participate   include, biodiversity data mobilization and publishing   through TanBIF and GBIF (at SUA, in South Africa and              Cameroon); Spatial Planning and Decision Support Systems (DSS) in Natural Resources at the Enschede-ITC, the Netherlands; Nature-based tourism planning at the edge of climate, environmental and political change in Warsaw (Poland), Potsdam (Germany), Manchester (UK) and Arizona, USA.

Dr Halima has also participated in several consultancies, including training of conservation officers (i.e. tourism, forest and fishery) on management effectiveness tools for sustainable conservation and livelihood improvements in Kigoma, Tanzania; preparation of Integrated Water Resources Management and Development Plans (IWRM-DP) for Pangani, Lake Tanganyika, and Lake Nyasa Basins; Hydrologic and Land Use/Cover Change Analysis for the Ruvu and Sigi River basin watersheds to provide guidance on what and where Payment for Watershed Services initiative should be focused to maximize the buyers’ return on investment.

Previously, Dr Halima has worked as a Micro-credit Officer with FINCA Tanzania- Dar es Salaam (2004-2005), as a Storekeeper and procurement officer at Travellers Lodge, Bagamoyo; and as a Biology and Chemistry teacher at Mangio Secondary School, Kilimanjaro, Tanzania (2000-2001).

Apart from her academic career and works, Dr Halima also involves herself in extension education, particularly in advocating political rights (i.e. rights to listen and be listened, right to vote and to be voted) especially for women, youth and people with disabilities; digital rights and citizen responsibility (e.g. the use of social media responsibly); preventive education for girls (i.e. to preventing earlier pregnancies and marriage); empowering local government officers to reduce land acquisition and land-use conflicts; preservation education on culture and cultural heritages; wetland conservation and restoration education for sustainable water supply and livelihood.
